From 1 to 30 April the citizens of Cornellà de Llobregat can present their proposals for municipal management and planning of the city’s resources promoted by the Participatory budgets project (Pressupostos Participatius).
Every citizen over 16 years old and registered in Cornellà can present a maximum of two proposals framed in the field of investments. To do this, the person must be registered on the website www.pressupostosparticipatius.cornella.cat and must follow some criteria of compliance.
The City Council of Cornellà has installed an information point in the Citilab lobby where citizens can deliver their projects in person during the usual opening hours. In addition, they can be advised and accompanied in the online proposal process every afternoon from 5:00 p.m. to 8:00 p.m. Thus, Citilab becomes one of several points of support distributed in Cornellà with the aim of promoting this participatory action.
Once the deadline for submission has been completed, a commission of municipal technicians will evaluate all the proposals according to criteria of technical, legal and economic viability. All approved projects will be submitted to popular voting between June 16 and July 15 through the specific website. Finally, the winning projects will be included in the Municipal Council Budget file that will have to be approved in plenary session.
Participatory budgets project aims to promote transversality within the City of Cornellà, encourage citizen collaboration and develop a tool that allows to know the needs and priorities of the population to plan municipal resources, improve their Efficiency and transparency in management.
That is why the City Council plans to allocate 1,346,875 euros of municipal accounts for 2018 to this participatory project, which will represent around 25% of the total investments for the next fiscal year. This amount has been divided into two parts: 846,780 euros (62.87%) for proposals located in the neighborhoods and 500,095 euros (37.13%) for proposals that could benefit the city as a whole.
